On the package of ground beef it says 4 oz RAW for the serving size… Is the protein/fat going to be different when it’s 4 oz actually cooked? Or should I still just go by the package?

Protein will be the same. Fat will depend on how you cook it. Either measure it raw and go by the package or measure it cooked and find a database for cooked ground beef somewhere and go with that. It’s a minor detail, as long as you’re consistent it’s not something to worry about.
Personally I go by raw. Most accurate and it won’t do me any harm if I unknowingly create a calorie buffer (on a cut at least).
