Most days I train at 1230-130 and again at 5-6pm. I keep my carbs low until I have finished my 5pm training. On days I do not train twice my training is at 130pm. What is my time window to take in carbs on my single training day?

The same time as your double day. Train at 1:30, carbs starting somewhere between 5-7 is what I'd do.
