Does the optimal time for working out or back loading depend on time of year due to the differences in daylight hours? (eg in the winter there are less daylight hours versus the summer where there are more daylight hours and for later)Thanks

Just 3-6pm is the optimal time.

Ive experimented with this a bit, but to be honest it just made things a bit more inconvenient and didn't make progress better or worse.  My two cents: experiment and find the timings/routine that for for you, and stick with it.  Ive found that consistency is very important to CBL/CNS

For example if it is the winter and the sun sets earlier would that mean one could eat carbs earlier than if was the summer when the sun sets later?

Do you go to bed earlier?

Yes and no. Being consistent with times year round is a good idea, but if it is dark out, then you can eat your carbs.
