I know from reading CBL when workouts should be, but I'm not sure if it matters for CNS. Is it better to exercise later in the day, around 3? I know that on the carb nite itself it is advisable to wait till just before the refeed begins to exercise, but what about the ULC days?Thx

Not a ton, but ideally training later in the day will allow your nervous system more time to wake up and you will be stronger and can warm up quicker.

I've heard Kiefer say it depends on your goals. If you want max fat loss exercising first thing in the morning can be very effective due to your circadian rhythms of hormones. Have your coffee and hit it!

The only timing I would consider is the following:-  Whatever body part you want to grow the most, exercise it right before the Carb Nite.-  If you are performance oriented, have your most intense training session the day after the Carb Nite.  For example if you are a powerlifter, have max effort days the day after the Carb Nite.-  If you do HIIT, do that the day after the Carb Nite.As you can see, the time of the day isn't too important, it's really about using the carb consumption on Carb Nite to your advantage.  With CBL we are more interested in how things vary on a scale of one day, with CNS we are more concerned with how things vary on the scale of a week.
