Weight lifting is fine as long as he is using proper technique. As for diet, I'd teach more healthy habits than anything. Carb backloading is too complicated and "dieting" in the traditional sense tends to develop deep problems with food. I'm 18, and I've seen it happen enough times to know that it is not the best course of action.

Its safe, but I wouldn't let him do it alone. It can honestly be a very healthy diet. I would get him into 5/3/1 with about 2-3 accessory movements with some HIIT and fasted walks. For the meals have him get into ground beef and/or bacon for lunches (just an example) and for his dinners do like white rice, white breads, or baked potatoes with chicken, fish or lean beef. Grilled is a good example. And then if able have a cup of ice cream or piece of cake. (examples) nothing to extreme. Don't want to have an excuse to eat junk. If anything try Carb Nite Solution as well.

Well, its probably pretty safe for him, but think about it, if he is 14/15 and he is little bit overweight, he definately doesn´t have right eating habits, so if he wants to get in better shape, he would better start by reducing his calory intake, trying to eat clean and do some cardio regulary, no need to try something like CBL/CNS.
